Position Summary The Coordination and Program Manager leads the oversight and execution of select projects managed from the Partners Relief & Development office in Erbil, Iraq. This position directly supports Partners’ vision and mission—to bring free, full, and active lives to children and communities affected by conflict and oppression—through two core areas of responsibility: Targeted Project Delivery: Managing assigned aid and development lifecycles to ensure high-impact, compliant, and timely delivery. Stakeholder Engagement: Building and maintaining accountable partnerships with other organizations and government authorities across KRI and Iraq, ensuring effective project oversight, compliance with legal requirements, access facilitation, and alignment with shared organizational values. Essential Functions Project Planning, Proposal Development and Reporting Support the development of operational plans and strategies to improve project efficiency and organizational effectiveness. Lead and support project planning, design, and development processes in coordination with program teams and relevant departments. Contribute to the development of project proposals, concept notes, budgets, and donor submissions. Coordinate the preparation of timely and high-quality project reports for donors, management, and external stakeholders. Ensure project plans, budgets, reporting requirements, and documentation are effectively developed and aligned with organizational and donor standards, in coordination with relevant departments. Project Operations and Oversight Oversee the implementation of multiple projects, ensuring delivery on time, within budget, and according to approved work plans. Coordinate closely with Program, Finance, HR, Logistics, Procurement, and MEAL teams to ensure smooth project implementation. Monitor project performance, identify operational bottlenecks, and implement corrective actions. Ensure compliance with organizational policies, donor regulations, and local legal requirements. Supervise project managers and other assigned staff to ensure quality implementation. Provide oversight of project budgets in coordination with the Iraq & Syria Director and Finance Department. Identify operational risks and challenges and support the development of mitigation measures to ensure continuity of project activities. External Coordination, Government Relations and Partnerships Serve as the organization's focal point with government authorities, partners, UN agencies, NGOs, and other external stakeholders. Build and maintain effective relationships with relevant institutions and strategic partners. Coordinate and follow up on permits, registrations, approvals, MoUs, visas, and other official requirements. Represent the organization in external meetings as delegated. Ensure compliance with government regulations and partner requirements. Position Requirements ● Bachelor’s degree is required. ● 5–10 years of relevant experience. ● Experience in project management and operations. ● Experience coordinating with government authorities, partners, and external stakeholders. ● Strong leadership, communication, and interpersonal skills. ● Strong organizational, time management, and problem-solving skills. ● Fluency in English and Arabic. ● Ability to work independently and as part of a team. ● Ability to work flexible hours during emergencies. ● High level of integrity, confidentiality, and professionalism. * The application deadline is Thursday, 24 September 2026 . * Please note that applications will be reviewed on a rolling basis, and submissions received after the deadline will not be considered.
