Provision of Unique Personal Number (UPN)

The Unique Personal Number (UPN) is a 13-digit unique identifier assigned to every individual in the Kurdistan Region — a gateway to all digital KRG services.

Requirements

☐ The national card or civil status ID card must not have expired (max 10-year validity).
☐ Public sector employees: a letter of support from their office plus eligibility documents and approved biometric forms.
☐ Foreign nationals: a valid, unexpired residence card.
☐ For company registration: national card and original passport.

Steps

1. Visit the Unique Personal Number Registration (UPN) center for your geographical boundary.
2. Section One: fingerprint scan, eye scan, photograph, and file creation.
3. Section Two: ID scan and information recorded.
4. Section Three: document/information verification and issuance of the UPN.
